Kaley Flynn joined Capital City Consulting in 2023 after spending thirteen years in state government. Most recently, Kaley served as a Policy Chief for Governor DeSantis in the Office of Policy and Budget. In this role, she worked on a wide range of issues including education, tax reform, local-government initiatives, immigration policy, national security, and foreign policy. While working for the Governor, Kaley also served as the Director of the Governor’s Office of Fiscal Accountability and Regulatory Reform where she oversaw executive agency rulemaking.
Prior to joining the Governor’s Office, Kaley served as an appropriations staff member where she worked on the state’s higher education and fixed capital outlay budget. Kaley also served as an education committee staffer in the Florida House of Representatives where she focused on K-12 and higher education policy. In addition to her legislative experience, Kaley also worked in the Attorney General’s Office under Bill McCollum and Pam Bondi.
Kaley is a proud graduate of Florida State University and lives in Tallahassee with her daughter, Cayden, and their golden retriever, Lincoln.
