Jose Espinoza joined Capital City Consulting in 2025 after a decade of service in Miami-Dade County, the sixth largest metropolitan government in the United States. Over the course of his public service career, he was responsible for the preparation of complex municipal and regional policy, development and analysis of the County’s $12 billion annual budget, and the creation and launch of community engagement initiatives. Jose specializes in guiding non-profit and private sector clients through South Florida’s complex regulatory and political environments and is widely recognized for his ability to balance stakeholder interests and secure crucial funding from local governments.

Before joining Capital City Consulting, Jose held several senior level roles including Chief of Legislative Affairs to the Chairman of the Miami-Dade County Commission and Chief of Staff to the Deputy Mayor and Budget Director. In these positions, he led legislative strategy and evaluation, advanced countywide policy initiatives, analyzed the annual proposed budget, and managed operational portfolios spanning transportation and public works, solid waste management, elections, and animal services. Throughout his tenure, Jose managed the County’s investments in marquee sports and entertainment events such as Super Bowl LIV, secured more than $30 million for the construction of the North Dade Performing Arts Center, and doubled the paid parental leave for Miami-Dade County’s 30,000 employees.
Jose remains actively engaged in the community and serves as a member of Chapman Partnership’s NextGen Council, where he supports initiatives aimed at addressing homelessness and ensuring residents achieve self-sufficiency. Most recently, he served on the public affairs team for the 2026 Host Committee of the College Football Playoff National Championship Game, co-leading local government outreach and community engagement efforts. In this role, he helped bring to life the event’s legacy initiatives, which included the development of a STEAM Center and the renovation of a football field in the Miami Gardens, ensuring meaningful and lasting impact beyond the championship game.
He is an alumnus of the Leadership Miami program and a proud two-time graduate of Florida International University, holding a bachelor’s degree in public administration and a Master of Business Administration. He resides in Coral Gables and is fluent in English and Spanish.
