Jose Espinoza joined Capital City Consulting in 2025 after a decade of service in Miami-Dade County government. He most recently served as Chief of Legislative Affairs to Commissioner and immediate past Chairman Oliver G. Gilbert, III, where he led the Commissioner’s legislative strategy and public policy initiatives. In this role, he secured the passage of legislation for key initiatives, including funding for the North Dade Performing Arts Center, the expansion of paid parental leave for County employees, and the creation of the 30X30 Vision Council.
Espinoza also served in the Office of Miami-Dade County Mayor Carlos A. Gimenez as Chief of Staff to the Deputy Mayor, overseeing a wide-ranging policy portfolio that included Animal Services, Elections, Management and Budget, Solid Waste Management, and Transportation and Public Works. He played a pivotal role in the County’s COVID-19 response, managing daily hospital and COVID data reporting and serving on the Mayor’s New Normal Tactics and Study Council. Earlier in his career, he was an analyst in the Office of Management and Budget, where he was responsible for a $250 million social services portfolio and served as the budget liaison for major sporting events, sports-related agreements, and community safety initiatives.
He is an alumnus of the Leadership Miami program and a two-time graduate of Florida International University, holding a Bachelor’s degree in Public Administration and a Master of Business Administration. He resides in Miami with his wife, Stephanie, and is fluent in English and Spanish.
