SEVERAL CAPITAL CITY CONSULTANTS and insurance lobbyists have spent part of their careers in regulatory oversight positions at the Department of Financial Services and Office of Insurance Regulation. This knowledge spans credit union and banking regulation, property and casualty insurance, life and health insurance, and other specialty products. Prior to the inception of his career in private practice, Nick Iarossi also spent time working at the Office of Insurance Regulation, gaining regulatory and technical expertise across all product lines.

In 2013, Ashley Kalifeh, former Deputy Chief Financial Officer at the Department of Financial Services, joined Capital City Consulting. Ashley held numerous roles at the Department including legislative affairs, cabinet affairs, and handling policy matters. In this capacity, she helped the CFO provide oversight over both the Offices of Insurance and Financial Regulation. While at DFS, Ashley was instrumental in numerous legislative efforts, including personal injury protection reform, workers’ comp premium avoidance reforms, workers’ comp regulatory updates, agent and agency licensing modernization, and improvements to the state’s insolvency laws. Prior to her time at the Department, Ashley was in private practice representing several insurers in administrative law, medical malpractice defense, and appellate matters.

Other team members have gained a deep understanding of insurance and financial services through their extended private sector experiences. Ron LaFace has worked with numerous health insurers over the years, playing fundamental roles in managed care implementation, balanced billing legislation and PBM issues. Further, Scott Ross has represented several financial services sector clients, including the League of Southeastern Credit Unions, for nearly a decade.

As one of Florida’s top financial services lobbying firms, we also have experience handling issues relating to specialty products, such as service warranties and discount medical plans. In fact, Capital City Consulting was the leader in the overhaul of discount medical plan regulation, first creating a framework for their regulation and then making updates to the law to ease filing and other requirements.
