Scott Ross is the Managing Partner of Capital City Consulting and a government affairs strategist focused on gaming and highly regulated industries.
He has held senior leadership roles across state government, the private sector, and statewide advocacy organizations. Scott previously served as Deputy Secretary at the Florida Department of Business and Professional Regulation, where he oversaw regulatory divisions responsible for gaming, alcoholic beverages and tobacco, hotels and restaurants, condominiums, timeshares, and mobile homes.
Earlier in his career, Scott served as Director of Government Relations for a global gaming and entertainment company, where he managed public affairs and regulatory strategy. He also served as Executive Director of the Florida Student Association, representing more than 300,000 students statewide.
At Capital City Consulting, Scott advises clients across complex regulatory environments, providing strategic guidance and advocacy before the Florida Legislature and Executive Branch.
Scott holds a B.S. from Florida State University and a J.D. from Nova Southeastern University Shepard Broad College of Law.
