Miguel Abad is a Partner at Capital City Consulting and a Miami native with a strong track record representing clients at both the state and local levels. His work focuses on Florida state government, Miami-Dade County, and municipalities across South Florida, where he helps clients’ advance priorities in complex legislative, regulatory, and political environments.
Prior to joining Capital City Consulting, Miguel served as Chief Legislative Aide in the Florida Senate, where he managed the Senator’s legislative portfolio and played a central role in policy development and appropriations. Through this work, he developed deep experience in healthcare and human services, budgetary matters, and agency operations.
Miguel represents public and private sector clients on a wide range of issues, including health policy, procurement, appropriations, zoning and land use, development and entitlements, permitting, and municipal affairs. He regularly engages with elected officials, senior staff, and agency leadership to deliver strategic, results-driven advocacy and coordinated solutions across multiple levels of government.
In addition to his legislative background, Miguel brings experience in Medicaid and Medicare managed care advocacy through his work with the Florida Association of Health Plans. He holds a Master of Public Health from Florida International University, with a concentration in Health Policy and Management, and a Bachelor of Science in Criminal Justice. He is widely regarded for his strategic insight, responsiveness, and ability to build trusted relationships across government and industry.
