Megan Fay is a Partner at Capital City Consulting, where she leads advocacy efforts on behalf of clients before the Florida Legislature and Executive Branch.
She represents clients across education, healthcare, transportation, and financial services, providing strategic guidance on complex policy issues and securing legislative and regulatory outcomes, including millions of dollars in annual appropriations.
Prior to joining the firm, Megan served as Deputy Chief of Staff and Policy Director to Governor Rick Scott, where she oversaw key policy areas including the Department of Education, Department of Business and Professional Regulation, the Florida Lottery, and VISIT FLORIDA. She played a central role in implementing major legislative initiatives, including the Marjory Stoneman Douglas school safety reforms, and provided strategic direction across executive agencies.
At Capital City Consulting, Megan represents a broad portfolio of clients ranging from school districts and universities to Fortune 500 companies and statewide associations. Her K-20 education practice includes advocacy on FEFP funding, instructional materials, workforce initiatives, and school safety. In health care, she advises on Medicaid policy and financing, pharmacy benefit manager and commercial health insurer regulation. She provides strategic counsel to clients on transportation, lottery, consumer finance, artificial intelligence, and data privacy issues.
Megan also serves as a legislative advisor to The Florida Bar, representing the judiciary’s priorities before the Legislature and Executive Branch.
She holds a B.S. from the University of Florida and a J.D. from Florida State University College of Law.
