Kaley Flynn is a Partner at Capital City Consulting and a government affairs strategist with over a decade of senior-level experience shaping policy at the highest levels of Florida state government.
She joined the firm in 2023 following a thirteen-year career in state government. Most recently, Kaley served as Policy Chief for Governor Ron DeSantis, where she helped drive executive policy across education, tax reform, immigration, national security, and foreign policy. She concurrently served as Director of the Office of Fiscal Accountability and Regulatory Reform, overseeing executive agency rulemaking, strengthening government accountability, and leading efforts to reduce regulatory burdens across Florida’s executive agencies.
Prior to her tenure in the Governor’s Office, Kaley served as an appropriations budget chief, playing a key role in shaping Florida’s higher education and fixed capital outlay budgets. She also served on the education committee in the Florida House of Representatives and held positions in the Florida Attorney General’s Office under Pam Bondi and Bill McCollum.
Kaley provides clients with strategic guidance across complex policy and regulatory environments, with depth in emerging technologies and high-impact public policy initiatives.
