Heather Barker is a Partner at Capital City Consulting, where she leads fundraising strategy and strategic partnerships for the firm and its clients.
She advises clients through political, nonprofit, and private-sector initiatives, specializing in capital raising, public-private partnerships, and stakeholder engagement. In addition to fundraising, Heather supports public affairs efforts including crisis management, message development and political branding.
Heather has also led large-scale political and organizational operations, including conventions, state party events, and gubernatorial inaugurations, with responsibility for budget oversight, strategic planning, and execution.
Prior to joining the firm, Heather spent fourteen years in state and federal politics specializing in fundraising and investor relations. Most recently, she served as the primary fundraiser for Governor Ron DeSantis’ political operation for six years, rising from the sole full-time political staffer prior to the 2022 midterms to Senior Advisor during both the 2022 and 2024 campaigns.
Heather is a double graduate of Florida State University.
