Cory Dowd is a Partner at Capital City Consulting and a public policy strategist with experience across both the legislative and executive branches of Florida government.
He began his career in the Florida House of Representatives and later served as Policy Advisor to Speaker José Oliva, where he focused on legislative appropriations and budget policy. Cory also served in the Executive Office of the Governor as a Policy Advisor to Lieutenant Governor Jeanette Nuñez, working on cybersecurity policy and aerospace economic development.
He went on to serve as Deputy Director of Legislative Affairs for Governor Ron DeSantis, advancing the administration’s legislative priorities through the Florida Legislature. Later he held senior leadership roles within the administration, including Deputy Chief of Staff at the Florida Department of Education, where he focused on education policy and agency operations.
Cory provides clients with strategic guidance grounded in a detailed understanding of Florida’s legislative process and executive decision-making.
Cory received his bachelor’s from Florida State University and a Master’s in Applied American Politics and Policy.
