Caroline Frasier is a government affairs professional at Capital City Consulting, advising clients on legislative, budget, and public affairs matters.
She previously served in the Florida Senate as Senior Legislative Aide to the Appropriations Chair, where she worked on state budget development, policy analysis, and constituent services. In this role, she gained direct experience with Florida’s appropriations process and legislative operations.
Prior to her work in state government, Caroline was an elementary school teacher and was named Miss Florida USA 2023. She later competed as a finalist in the 2023 Miss USA competition, supporting charitable organizations including SmileTrain, Best Buddies International, and Make-A-Wish Foundation.
Caroline holds degrees in communications and digital media studies, as well as a Juris Master from the Florida State University College of Law.
She is based in Tampa and Tallahassee.
