Andrew Ketchel is a Partner at Capital City Consulting and a government affairs strategist focused on environmental policy, permitting, and regulatory matters.
He joined the firm after serving as Policy Advisor to Governor Rick Scott and as Legislative Affairs Director for the Florida Department of Environmental Protection, where he led the department’s legislative agenda and worked on major environmental policy initiatives before the Florida Legislature. In these roles, he developed strong working relationships across DEP and Florida’s five Water Management Districts.
Andrew also served at the Florida Department of Highway Safety and Motor Vehicles as part of the Gubernatorial Fellows program.
At Capital City Consulting, Andrew has built a reputation for representing virtually every entity that interacts with Florida’s unique ecosystem and the complexities surrounding it. This includes nonprofits focused on coastal fisheries, local governments, companies developing innovative technologies in water reuse and water quality, and regulated entities that interact with permitting agencies, among others. His services include navigating complex legislative changes, representing clients throughout the permitting process at DEP and the WMDs, and sometimes on projects involving both agencies. He has contributed to numerous pieces of legislation enacted into law over the past fifteen years.
Andrew holds a B.A. in Political Science and a Master of Public Administration from the University of South Florida.
