Extension of the 2025 Regular Session

On Friday, the Legislature outlined a framework for extending the session to complete the budget process.

2025 Regular Session Extended

Concurrent Resolution sets time of expiration as June 6th 11:59PM

While session was scheduled to end Friday, May 2nd, budget differences between the House and Senate have caused an extension through June 6th, or until both chambers complete their work. 

Both President Albritton and Speaker Perez told their respective chambers that an agreement on the framework of a budget has been reached. The budget will be lower than Governor’s proposed budget and include a $2.8B tax cut ($2.5B recurring cut, which includes a $1.6B recurring sales tax cut). The remaining details will be ironed out when they return for a budget conference.

This extension was formalized via HCR 1631, filed late Friday by Speaker-designate Sam Garrison. The resolution includes 16 bills that are related to the budget, implementing bill, budget conforming bills, and the tax package.  All other policy measures were indefinitely postponed as of 12:00 a.m. on Saturday, May 3, meaning every bill other than the ones listed below are disposed of and not eligible to be passed during the extension.  The Legislature will not be meeting this week, and nothing further has been scheduled at this time. 

The bills included in the extended session include:

  1. SB 110 – Rural Communities
  2. SB 2500 – General Appropriations Act
  3. SB 2502 – Implementing the 2025-2026 General Appropriations Act
  4. SB 2504 – State Employees
  5. SB 2506 – Natural Resources
  6. SB 2508 – Judges
  7. SB 2510 – PreK-12 Education
  8. SB 2514 – Health and Human Services
  9. SB 7022 - Retirement 
  10. SB 7030 - Educational Scholarship Programs
  11. HB 5013 - State Funded Property Reinsurance Program 
  12. HB 5015 - State Group Insurance 
  13. HB 5203 - Capitol Center
  14. HB 5501- Documentary Stamp Tax Distribution
  15. HB 7031- Sales Tax Rate Reductions
  16. HB 7033- Taxation
