2024 Budget Conference Appointees, Joint Allocations and Schedule

 

Please see below for the memorandum released today by President Kathleen Passidomo and Speaker Paul Renner regarding the 2024 Budget Conference.  General revenue allocations by budget silo are included below for reference and budget conferees can be found here.

TO: All Senators and Representatives 

FROM: Kathleen Passidomo, President, Paul Renner, Speaker  

SUBJECT: 2024 Budget Conference Appointees, Joint Allocations and Schedule

DATE: February 26, 2024

We are pleased to announce that the 2024 Budget Conference will begin later today. The attached allocations respect the budget goals passed by each chamber and those identified by the Governor, Cabinet, and state agencies.  As the timeline to spend pandemic funds is coming to end, we are making smart, fiscally-responsible adjustments and right-sizing our balanced budget to a level sustainable for the long term. Instead of spending all we have, we are paying down debt, setting aside historic reserves, and providing for meaningful tax relief, so Floridians can keep more of their hard-earned money.

The House and Senate budgets were already aligned on many key issues. Both Chambers made investments in the “Live Healthy” initiative, designed to grow Florida’s health care workforce, and appropriated unprecedented per student funding for both our public schools and school choice options selected by Florida parents. Our respective budgets each accounted for an across the board pay raise for our state employees, as well as a new stream of dedicated funding for continued acquisition and management of Florida’s conservation lands and investments in clean water infrastructure.  

Those are just a few of the highlights. We are grateful to all of the members and staff, particularly Chairs Broxson and Leek, who have worked so diligently throughout this process. We look forward to a successful conference this week.  

Scheduling

Appointees to the 2024 Budget Conference are attached. All conference committee meetings are subject to a one-hour notice requirement. Conference committees are authorized to begin meeting Monday at 5:00 p.m. 

Conference committees are asked to begin the first meetings each day no earlier than 9 a.m. (noticed at 8 a.m. for a 9 a.m. meeting) and start the final meeting each day no later than 9 p.m. (noticed at 8 p.m. for a 9 p.m. meeting). 

Tentatively, unresolved issues will bump to Chairs Broxson and Leek after the conclusion of noticed meetings on Wednesday. As in prior years, the bump schedule may be adjusted if progress is being made towards resolution of outstanding issues.
