Government Purchasing and Procurement
Capital City Consulting helps companies win and protect contracts with the State of Florida and its $115 billion budget. Consultants have held leadership roles at the Department of Management Services and Division of State Purchasing and have worked for major technology vendors, giving clients insight into both the buyer and seller sides of state procurement.

WITH FLORIDA’S NEARLY $115 BILLION BUDGET, there is no shortage of opportunity for companies seeking to do business with the state. Capital City Consulting helps clients navigate that process, whether it be pursuing new contracts, advising procurement responses, or protecting existing business relationships with state agencies.

CCC has multiple consultants who bring direct experience working within Florida state government and procurement operations, including leadership roles involving the Department of Management Services and the Division of State Purchasing. Additionally, our team members have experience working for some of the world’s largest information technology companies, intersecting our insight of both government buyers and private sector sellers to best position opportunities and contracted arrangements for success.

Capital City Consulting works with clients to help them understand what government purchasers values most and provides a plan to position them to secure that business. We provide hands-on support through all phases of the procurement process including: initial monitoring of opportunities, pre-procurement planning, strategic advice on partnerships, bid submission review to maximize points, political barriers, and counseling on oral presentations. We have the knowledge and track record that companies demand when pursuing State of Florida procurements.

  1. Consolidated Agency-Wide Enterprise Software Spend and Established Client as Agency Standard

Florida state agencies often purchase enterprise software in silos — individual divisions or offices procuring licenses independently, creating redundancy, inconsistent workflows, and missed leverage at renewal. When our client faced a fragmented footprint across a major state agency, Capital City Consulting stepped in to restructure the relationship from the ground up.

CCC worked with agency leadership and procurement officials to design and negotiate an enterprise-wide master agreement that consolidated dispersed departmental purchases under a single contract vehicle. Rather than simply renewing what existed, we positioned the consolidation as an operational modernization initiative — one that gave the agency pricing efficiency, centralized administration, and a unified platform standard. The result established our client’s solution as the agency’s recognized default, expanding the contract’s scope and total value in the process.

The engagement demonstrates CCC’s core procurement philosophy: that well-structured government contracts don’t require trade-offs between public sector efficiency and client growth. By aligning the agency’s consolidation goals with our client’s expansion objectives, we delivered an outcome that strengthened both sides of the relationship.

  1. Secured State Funding to Digitize Paper Medical Records Across Florida

Florida’s commitment to modernizing government operations has driven significant investment in digital infrastructure across state agencies. One major agency responsible for one of the largest supervised populations in the country had long maintained critical medical records on paper, stored across a network of warehouses statewide — a model that presented both operational and risk management challenges. With Florida’s climate making natural disaster preparedness a constant priority, protecting irreplaceable documentation from loss was a compelling case for modernization.

Capital City Consulting was engaged to help our client launch a pilot digitization program to advance this records modernization effort. Recognizing the initiative required both agency buy-in and a legislative funding mechanism, CCC worked simultaneously on two tracks — building alignment with agency leadership while engaging legislative members and staff to make the case for a budget appropriation. We framed the initiative around what resonated most with Florida policymakers: fiscal responsibility, disaster preparedness, and long-term operational efficiency.

The result was a secured appropriation to fund a pilot digitization effort — a critical first step toward modernizing the state’s records infrastructure, reducing long-term real estate and staffing costs, and protecting vital documentation for the populations the agency serves.

  1. Navigated Complex Procurement to Standardize Statewide Cybersecurity Platform

Florida state and local governments invested more than $65 million in cybersecurity capabilities in FY 2025-26 alone, reflecting the state’s growing commitment to protecting critical government infrastructure. As agencies modernize their security posture, successfully navigating the procurement process for enterprise cybersecurity solutions requires deep familiarity with compliance requirements, technical architecture standards, and the stakeholders who shape funding decisions.

When our client sought to establish their cybersecurity platform as the recognized standard for a major Florida state agency, Capital City Consulting was engaged to guide the initiative from concept to contract. CCC coordinated across agency leadership, procurement officials, and legislative stakeholders — translating complex technical architecture into the policy and fiscal language that decision-makers respond to, while ensuring every compliance threshold was met for a platform operating at this scale.

The result was a statewide standardization on our client’s cybersecurity platform — delivering enterprise-grade coverage, demonstrated cost savings over the agency’s prior security posture, and 24/7 support and incident response capability for any cyber event. The engagement reflects CCC’s ability to bridge the gap between technical merit and government process in Florida’s dynamic procurement environment.

  1. Won Florida’s Generational Workforce Technology Contract

Florida’s workforce development system is one of the most complex service delivery networks in state government — connecting millions of job seekers and employers through 21 Local Workforce Development Boards and more than 100 career centers statewide. Modernizing the technology infrastructure that powers this network is a once-in-a-generation procurement, and the stakes for both the agency and the winning vendor are significant.

When a national leader in workforce technology sought to compete for the Florida Department of Commerce’s Workforce Information Technology Solution (WITS) project, Capital City Consulting was engaged to help navigate one of the most rigorous technology evaluations the state has conducted. CCC brought deep familiarity with Florida’s RFP process, coordinated engagement across agency leadership and evaluation teams, and the longstanding relationships across state government that can only be built through years of consistent presence in Tallahassee.

The result was a decisive win. Our client was awarded a $38.2 million, six-year contract — renewable up to twelve years — with a total potential value exceeding $76 million. The platform will serve millions of Floridians seeking employment and the employers looking to hire them, establishing our client as the backbone of Florida’s workforce technology infrastructure for the next decade and beyond.
