Capital City Consulting is one of the few Florida lobbying firms deeply engaged in environmental restoration, conservation, resiliency, and water policy. The team has worked on Everglades restoration, water quality and storage, wastewater and stormwater infrastructure, coastal resiliency, seaport and maritime compliance, hazardous waste remediation, and environmental permitting.
CAPITAL CITY CONSULTING IS ONE OF THE FEW FLORIDA FIRMS deeply engaged in advocacy for environmental restoration, conservation, resiliency, and water policy initiatives. Our team has worked on complex Everglades restoration projects, water quality and quantity optimization, wastewater and stormwater infrastructure, coastal resiliency, seaport management, maritime environmental compliance, hazardous waste remediation, and environmental permitting matters.
CCC has represented associations, local governments, private landowners, and other environmental stakeholders on high-profile environmental initiatives requiring coordination amongst the Florida Legislature, executive branch agencies, water management districts, and environmental regulators. The firm has also helped secure funding and statutory support for major restoration and resiliency projects designed to improve water storage, protect natural resources, strengthen ecosystems, and enhance long-term environmental sustainability across the state.
Through deep knowledge of Florida’s environmental policy landscape and regulatory framework, gained on the inside from team members with experience leading efforts within the Department of Environmental Protection and before the Board of Trustees of the Internal Improvement Trust Fund, CCC assists clients in navigating permitting, seaport and port authority coordination, appropriations, infrastructure funding, conservation policy, and environmental advocacy.
- Environmentally-friendly Invasive Species Strategies
A CCC client established the state’s first public-private partnership to remove invasive species from the Everglades, while also creating a sustainable supply chain for skins used by U.S. and global fashion brands. This partnership supports a substantial increase in invasive species removals that started with Burmese Pythons and was subsequently expanded to include additional species including iguanas and tegus. CCC has played an integral role in the program’s launch and working between multiple state agencies to coordinate separate state-run invasive species removal programs achieving program efficiencies and increased removals.
- Creating a New Tool for Clean Water: Water Quality Enhancement Areas
CCC worked with its client to create a new water quality banking program in Florida, now known as Water Quality Enhancement Areas. Under the program, projects that improve water quality in one place can offset impacts to water quality within the same watershed. It gives communities and businesses a practical, market-based way to fund real, measurable improvements to Florida’s waterways while meeting their environmental obligations. CCC helped shape the program from concept to reality by working with lawmakers, state agencies and stakeholders. The result is a lasting tool that encourages private investment in cleaner water across the state.
- Reclassifying a Landfill to Meet Changing Needs
CCC led the effort to reclassify one of the client’s existing Florida landfills from a Class II to a Class III facility. The new classification lets the landfill take different types of waste, which expands the services the client can offer and better meets the needs of the communities it serves. The site still operates under strong environmental protections. CCC guided the client through the state’s regulatory process from start to finish and worked closely with regulators so the change could be made responsibly and efficiently. The outcome gave the client more flexibility, and it still protects the surrounding environment.
- Funding Restoration of Florida’s Most Sensitive Waters
CCC represents the largest aquatic vegetation restoration company in Florida. On its behalf, the firm helped secure millions of dollars for restoration projects across the state. These projects restore native plants and habitat in some of Florida’s most environmentally sensitive ecosystems. Healthy aquatic vegetation filters water, stabilizes shorelines and gives fish and wildlife critical habitat. CCC’s work made sure these projects had the funding needed to deliver real results and protect these natural resources for future generations.
