With direct experience inside the Florida Division of Emergency Management, CCC provides clients with a nuanced understanding of how the state prepares for, responds to, and recovers from disasters. That institutional knowledge translates into advocacy for disaster recovery funding, infrastructure restoration, housing and community recovery programs, and resiliency initiatives.

CCC helps clients navigate the legislative, regulatory, and funding processes that govern both emergency preparedness and disaster recovery, positioning them to secure resources and policy support when it matters most.

  1. CCC Supported Governor’s Office Action that Made National News for Forcing Open Critical Debris Site

Following a major storm event in Pinellas County, debris removal slowed when a key solid waste disposal site was closed, creating a significant bottleneck for local governments and debris contractors. Capital City Consulting worked directly with the Governor’s Office to coordinate with local officials and private debris haulers, helping provide the operational clarity needed for the State to take decisive action, including physically forcing open the gate to the site — a move that drew national media attention and restored critical disposal capacity, accelerating recovery timelines for impacted communities.

  1. Secured Debris Basecamp Opportunity at Tropicana Field to Support Large-Scale Disaster Operations

Capital City Consulting helped position our client to support disaster response operations through the establishment of a major debris management basecamp at Tropicana Field following a significant storm event. CCC worked closely with state and local stakeholders to ensure decision makers understood the operational advantages of utilizing Tropicana Field as a staging and coordination hub for debris contractors, logistics teams, and response personnel. By aligning client capabilities with state emergency management priorities, CCC helped secure critical operational work that supported debris removal timelines and improved coordination across response partners.

  1. Secured DEP Waterway Debris Mission Assignment Following Hurricane Ian

Following Hurricane Ian, Capital City Consulting helped our client secure assignment to support the Florida Department of Environmental Protection’s waterway debris removal mission, a critical component of restoring navigable waterways and protecting environmental resources after the storm. CCC worked with state emergency management and environmental leadership to ensure our client’s specialized marine debris removal capabilities were clearly understood and aligned with mission needs. The engagement resulted in our client supporting removal of storm-related debris impacting waterways, marinas, and coastal infrastructure, helping accelerate recovery for impacted communities while protecting sensitive environmental areas.
