Capital City Consulting secures millions in Florida state appropriations for clients every legislative session. Of the 1,000+ budget requests submitted each year, only a fraction are funded; the firm's relationships with appropriations decision-makers keep client requests in consideration through the final budget conference, across healthcare, education, transportation, environment, and general government.

EACH SESSION, CAPITAL CITY CONSULTING SUCCESSFULLY SECURES MILLIONS of dollars in state appropriations for many of our clients. For direct appropriation to clients or an appropriation to allow a client to compete for business, our experience lobbying for appropriations funding allows us to best position clients for success. 

Each legislative session, more than 1,000 special budget requests are submitted for consideration by the Legislature. Under Florida’s constitutionally mandated balanced budget, only a small fraction of these requests are funded and approved by the Governor. However, utilizing our relationships and access to decision makers, Capital City Consulting ensures our clients’ requests are given the utmost consideration, right up until the end of the budget process.   1. Secured multiyear appropriations for a children’s crisis center

CCC has been proud to support Miami’s main child sexual abuse treatment center, which provides critical trauma-informed care for victims and families. Securing $1 million for the co-location of the state Child Protection Team among the center’s therapeutic resources will ensure full-service care, and $600,000 for a domestic violence treatment center in South Miami will further the program’s mission of serving abuse and trafficked individuals.

  1. Advocated for transformative Tampa Bay-based Boys & Girls Club projects

From sports to the arts, tutoring to workforce readiness, and summer camps to mental health, Boys & Girls Clubs do it all. CCC has assisted the Tampa Bay Boys & Girls Club in receiving almost a half million dollars for a state-of-the-art workforce readiness facility, and one million dollars to expand a Tarpon Springs club providing STEM skills, mental health services, summer camps, and nutrition assistance.

  1. DNA Comprehensive Therapy Services – Care Model

Comprehensive care for autism diagnoses

CCC helped secure over $1.75 million in funding to support a DNA-focused behavioral integrated care model, which provides families with access to speech & occupational therapy, psychiatry, and counseling services. These services target motor skill, communication, and emotional regulation improvements, fostering healthy peer engagement. Children on the autism spectrum, alongside their families, will be better equipped with the tools to succeed inside and outside the home. 

  1. Caloosahatchee River Valued Ecosystem Component Restoration Project Phase 7

Post-hurricane estuary recovery 

Severe hurricane impacts to the Caloosahatchee River Estuary (CRE) have jeopardized water quality, habitats, and coastal resilience. CCC worked to secure $3.5 million to restore submerged aquatic vegetation, specifically tape grass (Vallisneria americana), as part of a 352 acre restoration initiative. This project will help support a myriad of environmental goals, while also safeguarding area recreation, fishing, boating, and ecotourism industries. 

  1. Polk County Headwaters of Peace River Floodplain Protection and Restoration

Floodplain protection and restoration 

The Peace River, a 100+ mile river spanning multiple counties in central and southwest Florida, has undergone a floodplain protection and restoration project, aimed at restoring critical wetlands near the headwaters. CCC worked to secure $2 million for stream restoration, wetland enhancement, native planting, and floodplain stabilization, safeguarding water resources and ecological health. 

  1. City of Panama City – Pretty Bayou Water & Wastewater Improvements – Phase III

Ecologically significant wastewater improvements. 

The Pretty Bayou Water and Wastewater improvements project in Panama City is modernizing aging septic infrastructure to improve drinking water and strengthen long-term environmental conditions. CCC lobbied for $3 million to install a new low-pressure sweet system and water main design to reduce the risk of septic leakage into ground and coastal waters, improving public health and water quality in and around the St. Andrews Bay.

  1. Data Analytics Software for Hurricane Preparedness, Response, and Recovery

Optimizing Emergency Response through Analytics

In order to improve real-time information sharing and eliminate disconnected data systems, CCC lobbied for a $3 million centralized analytics platform to support faster infrastructure recovery, improve coordination of transportation and emergency evacuation routes, and minimize economic disruptions to weather-impacted communities. It expands successful deployments in Manatee County and will support implementation across additional counties in FEMA Region 6.

  1. Alzheimer’s Research

Noninvasive treatment expansion for neurological disease 

With the help of CCC, $5 million was appropriated to expand research and development for focused ultrasound therapies, which can improve treatment options not just for Alzheimer’s patients, but also for those afflicted with Parkinson’s, brain cancer, PTSD, addiction, autism, and other neurodegenerative conditions. Florida is a leader in healthcare innovation and advanced medical research, and embracing next-generation noninvasive treatment and diagnostics for neurological conditions has the potential to result in lifesaving care. 

  1. Polk County Sheriff’s Office County Jail Improvements

County jail upgrades for staff and inmate safety

Faced with challenges ranging from an obsolete door control system and a failing HVAC, the Polk County Sheriff’s Office retained CCC to advocate for $4.1 million to perform critical facility upgrades. Such upgrades will enhance inmate, staff, and public safety, while supporting secure and efficient jail operations for the growing Polk County area.  

  1. K9s For Warriors – Pairing Veterans with Service Dogs

Animal Therapy for Trauma Victims

K9s for Warriors provides peer support, suicide intervention, and family support services to help veterans facing PTSD, brain injuries, past sexual abuse, and other service-related challenges. CCC worked with the K9s team to secure $3 million in funding for the construction of additional housing and facilities to increase the number of trained service dogs for veterans, which will improve mental health outcomes, independence, and overall well-being for veterans, their families, and caregivers.
